STQARRIJA MILL-MINISTERU GĦALL-AMBJENT, IT-TIBDIL FIL-KLIMA U L-IPPJANAR

Imnedija “Irrinova Darek”: skema biex ittejjeb l-effiċjenza fl-enerġija

Skema pilota bl-isem ta’ ‘Irrinova Darek’ ġiet imnedija biex tippromwovi r-rinnovazzjoni ta’ binjiet residenzjali u proprjetajiet privati u tħeġġeġ ir-riġenerazzjoni sostenibbli ta’ bini residenzjali tal-gżejjer Maltin. Din l-iskema se tkompli tissalvagwardja l-wirt mibni tagħna.

Dan tħabbar mill-Ministru għall-Ambjent, it-Tibdil fil-Klima u l-Ippjanar Aaron Farrugia flimkien mas-Segretarju Parlamentari għall-Kostruzzjoni Chris Agius u l-Kap Eżekuttiv tal-Awtorità tal-Bini u l-Kostruzzjoni (BCA) Karl Azzopardi.

Din l-iskema mill-BCA, hija disponibbli għar-rinnovament ta’ proprjetajiet fi ħdan id-distrett tal-Port il-Kbir peress li dawn il-lokalitajiet jinkludu bini li fil-biċċa l-kbira tiegħu huwa ineffiċjenti fl-enerġija u jippreżenta sfidi partikolari biex jiġi rinovat.

Il-Ministru Farrugia qal li l-gvern għall-bidu se jkun qed jalloka s-somma ta’ €600,000 għal inizjattiva bħal din li hi maħsuba biex tibda tindirizza l-miri nazzjonali ta’ rinnovazzjoni għal residenzi privati f’konformità mal-Long-Term Renovation Strategy. Din l-ewwel skema għandha taġixxi bħala bażi għal aktar skemi potenzjali. Farrugia qal li skemi bħal dawn huma parti mit-tranżizzjoni ekoloġika tal-gvern u bidla lejn id-dekarbonizzazzjoni u bini aktar sostenibbli f’Malta.

Is-Segretarju Parlamentari Chris Agius spjega kif din l-iskema pilota eċċitanti se tassisti lin-nies biex jinvestu f’enerġija nadifa, li tippermettilhom jiffrankaw il-flus u jikkontribwixxu għall-isforzi kontinwi tal-pajjiż biex sal-2050 l-istokk tal-bini ta’ Malta jsir prattikament newtrali għall-klima. “Aħna impenjati li nkomplu naħdmu fuq l-aħjar miżuri għal enerġija aktar nadifa u orħos," qal l-Onor. Agius. "Se nkomplu nżommu l-familji fil-qalba tal-politika tagħna filwaqt li nedukaw lin-nies b'mod li jgħin biex jitnaqqas il-konsum tal-enerġija fi djarhom."

Waħda mill-karatteristiċi ewlenin tar-rinnovazzjoni hija li jkun hemm prestazzjoni tal-enerġija li hija 20% aħjar minn Bini ta' Enerġija Kważi Żero. Karatteristiċi ewlenin oħra jinkludu t-tnaqqis tal-enerġija meħtieġa biex issaħħan, it-tnaqqis tal-enerġija meħtieġa għat-tkessiħ u d-dawl, kif ukoll, li tippermetti l-integrazzjoni ta' sorsi ta’ enerġija rinnovabbli.

“Irrinova Darek tippermetti li r-rinnovazzjoni tad-djar tilħaq l-għanijiet doppji li titnaqqas il-ħtieġa għal użu qawwi ta’ enerġija fid-djar u li dawn jinbidlu f’unitajiet kost-effettivi li jkunu sostnuti mill-familji. Ir-rinnovazzjonijiet jistgħu jitfasslu għall-bżonnijiet speċifiċi tad-dar u huma flessibbli għall-mod kif jiġu attwati ċertu miżuri ta’ effiċjenza fl-enerġija, kif jiġu integrati sorsi ta’ enerġija rinnovabbli u interventi assoċjati,” qal il-Kap Eżekuttiv tal-BCA, Karl Azzopardi.

L-applikanti huma mħeġġa jirreġistraw l-interess tagħhom biex japplikaw għall-iskema mal-BCA. Mar-reġistrazzjoni, l-applikanti eliġibbli jiġu infurmati biex jipproċedu biex jingaġġaw energy performance assessor reġistrat għad-djar biex jipproċedi bil-ġbir tad-dejta, jiġbor informazzjoni u jissottometti l-applikazzjoni sħiħa.

L-applikazzjonijiet jintlaqgħu mill-1 ta’ Marzu sal-1 ta’ April 2022.

Mat-tlestija tax-xogħlijiet, sa 90% tal-ispiża tal-proġett se titħallas skont l-evalwazzjoni mwettqa mill-BCA. L-iżborż massimu huwa ta’ €15,000 b’€900 addizzjonali jmorru għall-installazzjoni ta’ solar water heater jew heat-pump water heater. Il-porzjon massimu żburżat għax-xogħlijiet li jinvolvu l-installazzjoni ta’ solar water heater huwa 50% tal-ispiża.

Permezz tal-iskema Irrinova Darek, il-BCA għandha tkompli l-mixja tagħha biex tirriforma l-industrija tal-bini u l-kostruzzjoni billi tibni soċjetà aktar sostenibbli għal kulħadd.

Irrinova Darek: scheme for better energy efficiency launched

A pilot scheme ‘Irrinova Darek’ for the renovation of privately-owned residential buildings will promote the sustainable regeneration of residential buildings of the Maltese islands and further safeguard our built heritage.

This was announced by Minister for the Environment, Climate Change and Planning Aaron Farrugia together with Parliamentary Secretary for Construction Chris Agius and Building and Construction Authority (BCA) CEO Karl Azzopardi.

The scheme, by the BCA, is available for the renovation of properties within the Grand Harbour district as these localities include buildings which are predominantly energy inefficient and present challenges to renovation.

Minister Farrugia said that government is initially allocating the sum of €600,000 for such an initiative intended to start addressing the national renovation targets for private dwellings in line with the long-term renovation strategy. This first scheme shall act as a baseline to potential further schemes. Farrugia said that such schemes are part of government’s ecological transition and shift towards decarbonisation and more sustainable buildings in Malta.

Parliamentary Secretary Chris Agius explained how this exciting pilot scheme will assist people in investing in clean energy, allowing them to save money and contribute to the country's continuous efforts to make Malta’s building stock virtually climate-neutral by 2050. “We are committed to continue working on the best measures for cleaner and cheaper energy," said Hon Agius. “We'll continue to keep families at the heart of our policies while educating people in a manner that will help reduce energy consumption in their homes."

One of the key renovation features is to have an energy performance that is 20% better than Nearly Zero Energy Buildings. Other key features include reducing the energy required for heating to passive house levels, reducing the energy required for cooling and lighting, as well as, enabling the integration of renewable energy sources.

“Irrinova Darek enables the renovation of dwellings to reach the dual aims of reducing the need for heavy usage of energy in homes and turning these into cost-effective units to be sustained by families. The renovations can be tailored to the dwelling’s specific needs and are flexible such that a number of energy efficiency measures, integration of renewable energy sources and associated interventions are made possible,” said BCA CEO, Karl Azzopardi.

Applicants are required to register their interest to apply for the scheme with the BCA. Upon registration, eligible applicants will be informed to proceed to engage a registered energy performance assessor for dwellings to proceed with the collation of data, compile information and submit the full application.

Applications will be received from the 1st of March until the 1st of April 2022.

Upon completion of works, up to 90% of the project cost will be disbursed in accordance with the evaluation carried out by the BCA. The maximum disbursement is €15,000 with an additional €900 going towards the installation of a solar water heater or a heat-pump water heater. The maximum portion disbursed for the works involving the installation of a solar water heater is 50% of the cost.

Through the Irrinova Darek scheme, the BCA shall continue its drive to reform the building and construction industry by being committed to building a more sustainable society for all.
